Yes. If you know the backup password, enter it. If not, signed-in users can run a wordlist to try to recover it. Anonymous uploads support known-password decryption only.
On RouterOS 6.43 and older, system user passwords can be decoded. From RouterOS 6.45 they are stored as irreversible hashes and cannot be recovered — but PPP, VPN and other service passwords still can.
